Glen and Bay Streets: Highway Rehabilitation and Reconstruction (2008 LGAA)

The City of Glens Falls completed the Glen and Bay Streets Highway Rehabilitation project to restore sufficient traffic capacity and operational characteristics at their five-corner intersection. Prior to this project, traffic in the City experienced long delays and failing levels of service at the previously signalized intersection. The accident rate at this particular five-corner intersection was three times the state-wide average for similar intersections.

This project begins on Glen Street at the Champlain Feeder Canal, just north of the southern City line and extends northwest through the central business district. It includes several adjacent side streets including Bay, Warren, Ridge, Hudson, South and Maple Streets. The project provided full depth reconstruction, new granite curb, concrete sidewalks, streetscape improvements, new storm sewer, water line betterment, and lining of a combined sanitary sewer line.

The Glen and Bay Streets Highway Rehabilitation was a locally administered Federal Aid project. The rehabilitation of the City streets impacted the outdated sewer and water lines. As a result, the City was able to include the construction of new water lines and the separation of storm and sanitary sewer lines in the Federal aid project, costing the City of Glens Falls only five percent of the entire project. The improved streetscape with ADA compliant sidewalks, ornamental lights, street trees and on-street parking has bolstered business in the area. The investment in public infrastructure has resulted in increased private sector investment in residential and commercial projects in the downtown area.
