The Coach USA Center was intended to rejuvenate Elmira's Central Business District and was identified as the major catalytic project in the City's Comprehensive Master Plan adopted by the Elmira City Council in December 1998. This project is the result of a collaborative effort of many parties including the private sector, city, county, state, and federal governments, and has resulted in the Central Business District becoming a destination for sports and entertainment in the region.

The Center is a 140,000 sq. ft. multi-purpose sports and entertainment center in the heart of the Central Business District. Construction commenced in December 1999 and on November 2000 the first professional hockey game was held. The Coach USA Center includes two arenas with the main arena featuring family-oriented events throughout the year and the practice arena serving the recreational needs of the community. The facility includes the main arena with a capacity of more than 5,000, 28 private luxury suites, a sports-themed restaurant overlooking the ice sur¡face; branded food concessions; offices; arcade; and a skate rental shop. The Business Plan indicates that the facility will attract more than 500,000 persons annually.
