ON VETOING OF A.2177-A (LUPARDO) / S.1515 (MAY) – EXCLUSION OF EMS COSTS FROM THE PROPERTY TAX CAP
NYCOM is disappointed in the Governor's decision to veto this legislation. It is clear that municipalities across New York are facing an EMS crisis driven by rising costs, staffing shortages and longer response times. This legislation would have provided meaningful relief and flexibility to local governments as they work to deliver these life-saving services. Instead, our communities will continue to lack the full range of support needed to ensure the safety of all New Yorkers. We urge the State Legislature to renew its efforts to address this growing crisis early in the 2026 legislative session, as further action is necessary to safeguard our communities and our residents.

NYCOM and our members applaud Governor Hochul for signing this legislation and for recognizing the urgent need for a comprehensive, data-driven approach to bolstering emergency medical services across New York State. This action represents a critical step toward identifying systemic challenges, improving coordination and creating a sustainable future for EMS. We thank Assemblymember Steve Otis and Senator Shelley Mayer for their leadership and their commitment to securing a long-term strategy that will better equip municipalities to deliver reliable, life-saving care to their residents.

NYCOM and our members applaud Governor Hochul for signing this legislation, which will expand awareness of municipal job opportunities through the State Jobs Website. This represents a significant step forward in addressing the workforce challenges facing cities and villages by improving visibility, recruitment and access to public service careers across New York State. We look forward to working with the Governor and the State Legislature in the upcoming session to further enhance local governments’ ability to attract new, qualified employees.
