Coordinates NYCOM's state legislative advocacy efforts. Municipal finance, budget development and implementation, state aid, local tax issues, and New York Municipal Insurance Reciprocal (NYMIR).

Oversees NYCOM's legal department and amicus curiae program.  General legal inquiries, including: property maintenance, government reorganization, traffic and parking, economic development and zoning and planning.
